When His Excellency, Rt. Hon. Sheriff Oborevwori assumed office as Governor of Delta State on May 29, 2023, he inherited a state abundant in potential but grappling with significant development challenges.
Despite the commendable efforts of previous administrations, issues such as a housing deficit, inadequate transport networks, and the pressing need for grassroots empowerment remained prevalent. Expectations for transformative leadership were high.
Two years into his tenure, Governor Oborevwori’s administration has delivered measurable progress through ambitious infrastructure projects, strategic social investments, and targeted reforms aimed at enhancing the quality of life for all Deltans.
In addressing the housing deficit, the governor launched a pilot housing scheme comprising 50 residential units across Ozoro, Kwale, and Owa-Oyibu. This initiative includes 30 three-bedroom and 20 two-bedroom units, thoughtfully designed to offer affordable and modern accommodations to residents.
This project exemplifies the administration’s broader commitment to inclusive urban development and improved living standards. Furthermore, eight duplex units are under construction within the Commissioner Quarters to accommodate members of the State Executive Council, thereby fostering greater convenience for officials and promoting efficient governance.
To enhance the rule of law and support judicial independence, the administration has deepened autonomy for the judiciary. A notable effort is the provision of 20 brand-new Toyota Prado Sports Utility Vehicles (SUVs) to state judges and other vehicles for other judicial officers.
The administration has also built new Judges’ Quarters and completed a modern State High Court Complex. This six-floor complex includes six courtrooms, waiting rooms, holding cells, lounges, a library, conference rooms, and an internet-enabled environment to support digital legal processes such as e-filing. This represents a major step in modernizing the legal system in Delta State.
Governor Oborevwori’s administration has prioritised the rehabilitation and expansion of roads to improve connectivity within cities and rural areas. Projects such as the building of roads in Asaba, Warri, Ughelli, and other regions have reduced traffic congestion and boosted the movement of goods and services.
To modernise public transportation and support environmental sustainability, the state is working towards the introduction of Compressed Natural Gas (CNG) powered buses. These are part of a broader green transport policy that includes setting up CNG bus conversion plants. These plants enable the retrofitting of petrol-powered vehicles to CNG, reducing emissions and creating skilled jobs in auto conversion and maintenance. This aligns with Nigeria’s energy transition goals and lowers transportation costs for citizens.
Efforts to enhance public transport also include developing a comprehensive transport master plan. The administration is investing in modernising jetties in riverine communities such as Burutu, Bomadi, Okerenkoko, and Laboloseigha. These facilities, equipped with safety gear and new passenger boats, improve access and economic participation for riverine residents.
The state government, under the watch of Oborevwori, has also reformed regulatory frameworks in the transport sector. Digital vehicle registration, driver licencing, and improved traffic management systems are now in place. Besides, transport-related job creation has been boosted through technical training programmes in CNG conversion, marine services, and partnerships with private firms.
In collaboration with NIPCO Gas and Electra Motors, CNG Conversion Centres have been launched in Asaba. These centres are strategically located and outfitted with advanced technology to support safe vehicle conversion for both private and commercial use.
The initiative is expected to reduce fuel costs, generate employment, and contribute to environmental sustainability. As part of ongoing modernisation efforts, the government renovated the Vehicle Inspection Office (VIO) in Ogwashi-Uku. This move, consistent with Governor Oborevwori’s MORE Agenda (Meaningful development, Opportunities for all, Realistic reforms, and Enhanced peace and security), enhances public service delivery.
Further, the administration is reviewing a Memorandum of Understanding (MoU) with Soft Alliance to implement Automatic Number Plate Recognition (ANPR) technology statewide. This digital solution will support real-time vehicle tracking, improve traffic enforcement, and enhance public safety. The review ensures alignment with the MORE Agenda, particularly under the security enhancement pillar.
Youth empowerment and social investment are key elements of the administration’s development strategy. In May 2024, the government launched the M.O.R.E. Grants Scheme, targeting 5,426 beneficiaries, including petty traders, artisans, and female entrepreneurs from vulnerable households.
This financial support helps recipients grow their businesses, generate income, and uplift their communities. This initiative reflects the administration’s commitment to economic inclusion and social equity. By focusing on the grassroots, it aims to ensure that economic benefits reach the most marginalised segments of the population.
To mitigate the economic impacts of the COVID-19 pandemic, the Delta State Government implemented the Delta COVID-19 Action Recovery and Economic Stimulus (D-CARES) programme. This initiative has supported over 280,000 beneficiaries through enterprise development, livelihood grants, and poverty alleviation programmes. D-CARES empowers small businesses and provides targeted support regardless of political or socio-economic status, contributing to broader socio-economic development.
In his first two years, Governor Oborevwori has recorded significant gains across key sectors, including infrastructure, healthcare, education, security, and public service reform. These accomplishments align with the goals of the MORE Agenda and reflect a governance model centered on strategic vision, accountability, and people-oriented policies.
Through focused leadership and impactful initiatives, the administration has demonstrated a commitment to inclusive growth, technological advancement, and sustainable development.
As Delta State looks to the future, Governor Oborevwori’s leadership is setting the tone for continued progress and a shared vision of prosperity for all Deltans.
